To fix this you will need to get religious ideas or tolerance ideas. You are going to have to take care of this. Quick tough on it: Ottomans start off with a really low religious unity. If it's working fine for you that's good for you, but it's not very good if you are so locked into it under all circumstances. As almost everything else in this game it's situational. Getting admin early is only really worth it if you plan on doing a lot of coring yourself and have a surplus of admin points at the time. Who needs force limit and manpower from ideas, when your tech is better than others, and you have twice as many troops, money, and recovery as anyone else from land?

Started a game as the Ottoman Empire, handily stomped around conquering Greece and Anatolia, stabilized my borders at a fairly natural point, and chose the mission to conquer the Levant.
